The United States was particularly worried about the response from China’s neighboring countries. It was especially concerned that China’s emergence as a nuclear power might force Japan and India to develop their own nuclear capabilities. It was also wary that if other countries started calling for China’s integration on the international stage as a nuclear power, this would lead to China becoming a member of the UN and other UN countries developing a more favorable stance towards China. Specifically, the United States paid keen attention to the new Sato administration.72
